In the EU it is allowed to cross the border with puppies under 8 weeks as long as they are in company with their mother which got all asked vaccinations.
And it is not very likely to get controlled on this route anyway.

But there still is no proof at all only excited postings.

Anyway I absolutely agree with Pavel, this is in the end a problem of naive and uninformed puppy-buyers that want a puppy as close at possible, at once and as cheap as possible. If they would get themself informed before they buy a puppy this problem wouldn´t have shown up. No bonitations, no character-tests, no x-rays, no clubshows with specialised judges, pairings repeated again and again, always stud dogs of the breeder or close by breeders are never a good sign.

Yes I understand what you mean, but I have hard to se what would be gain by transporting a female and her puppys illegal to Luxenburg to register and vaccineate them, and than legaly import them back to France ??? Wich means that the Luxenburg buyers have to import a Luxenburg puppy from France.

This sunds completely crazy and like a waste of mony and time, to not mention the risk of geting catch´t and lose there breeder licence, or (good) name(s)

Again, there is no proof for any of the accusations. We all wait for it since several month.
Reasons could be to have the puppies on a different kennel name, to find more people from Luxemburg for the "first litter", to get buyers that wouldn´t buy one from Mrs. Keizer, to make it less visible how many puppies are produced on one name. We won´t know, even if it is true.
